In a remarkable move signifying its commitment to international humanitarian obligations, Singapore cast its vote in favour of a United Nations General Assembly resolution aiming to protect civilians in the Gaza Strip. This decision was made during an emergency session held on Friday, October 27.
Resolution Highlights
The adopted resolution revisits previous resolutions that seek the protection of civilians in the midst of armed conflicts. Highlighting the escalating violence since the October 7 attack by Hamas on Israel, the resolution shows grave concern over the deteriorating situation in the region. Its terms vehemently condemn acts of violence targeting both Palestinian and Israeli civilians. This encompasses acts of terrorism, indiscriminate violence, provocations, and destruction.
Emphasizing the criticality of immediate peace, the resolution appeals for an immediate cessation of hostilities and insists that all parties involved ensure a continuous, unhindered supply of essential goods and services to the residents of the Gaza Strip.
Singapore’s Stance
Singapore’s Permanent Representative to the UN, Mr. Burhan Gafoor, voiced Singapore’s profound support for UN Secretary-General António Guterres’ initiatives to continue humanitarian aid to Gaza’s civilians. He expressed, “We support all efforts to defuse tensions to prevent further escalation of the conflict. The heartrending loss and suffering of innocent civilians, especially the vulnerable like children and the elderly, deeply sadden us.”
Mr. Gafoor made a point to condemn the October 7 attack, categorizing it as an inexcusable act of terror. He further called for the immediate and safe release of all hostages taken by Hamas.
International Consensus and Concerns
Out of the countries that participated, 120 countries endorsed the resolution, 14 opposed, and 45 abstained. While supportive of the resolution, Mr. Gafoor also highlighted two major oversights. Firstly, the resolution failed to address Hamas’s direct role in the massive terror attacks that resulted in significant loss of life and abduction of hostages. Secondly, it overlooked Israel’s legitimate right to defend its territory and citizens in line with international law.
Despite these omissions, Singapore sided with the resolution, reiterating its staunch support for international law, the UN Charter, and the rules-based multilateral system. Mr. Gafoor emphasized that this move underscores the resolution’s call for all parties to adhere to international law, especially international humanitarian law.
In conclusion, Mr. Gafoor reiterated the significance of complying with the stipulations of various UN Security Council Resolutions, stating, “All innocent civilian lives must be protected.”
