In a recent enforcement action, authorities have spotlighted the ongoing issue of illegal cross-border transportation services between Singapore and Malaysia. Despite regulations, there has been a thriving demand for such services, facilitated largely through social media platforms like Facebook, Telegram, and Xiaohongshu. Commuters often opt for these illegal hitch rides for the convenience of door-to-door service, which is not offered by licensed cross-border taxis due to regulatory restrictions. These unauthorized services typically charge an average fee of around $25, attracting those looking to bypass the standard routes and terminals mandated for licensed taxis.
The Land Transport Authority (LTA) has clarified that only drivers with a valid public service vehicle license are permitted to provide cross-border transport services. As of May 2022, 240 cross-border taxis have been officially approved to operate between Singapore and Johor Bahru, albeit with strict route limitations to specific terminals in each country. These regulations aim to maintain order and safety in cross-border transportation but have inadvertently led to a demand for more flexible, albeit illegal, alternatives.
The repercussions for drivers caught providing these illegal services are severe, with penalties including fines of up to $3,000, imprisonment for up to six months, and possible forfeiture of vehicles. Since 2018, a total of 44 drivers have been apprehended for using foreign-registered vehicles for unauthorized cross-border passenger services. The LTA has encouraged the public to report any such illegal services, highlighting the risks involved, including lack of insurance coverage and potential legal liabilities in the event of accidents.
This crackdown reflects the challenges faced by authorities in balancing the need for regulated, safe cross-border transportation with the public’s demand for more convenient and personalized travel options. As the situation evolves, commuters and service providers alike are urged to adhere to the established legal frameworks to ensure safety and legality in cross-border transportation.
