Brazilian President Luiz Inácio Lula da Silva has strengthened his country’s ties with China, endorsing President Xi Jinping’s vision of a multipolar world order. During his state visit to Beijing in May 2025, Lula emphasized Brazil’s commitment to multilateralism and a more equitable global governance system. The two leaders signed 20 agreements across various sectors, including agriculture, mining, energy, and finance, marking a significant deepening of bilateral relations.
Economic Cooperation and Investment
The agreements culminated in approximately $4.5 billion in Chinese investments in Brazil. These investments span critical areas such as agriculture, nuclear energy, mining, and financial cooperation, including currency swaps. Brazil now supplies over 70% of China’s soybean imports, underscoring the growing economic interdependence between the two nations.
Diplomatic Initiatives and Global South Advocacy
Lula and Xi jointly advocated for a “more just” world order, calling for direct negotiations to resolve conflicts like the war in Ukraine. They also highlighted the importance of the Global South in shaping international policies and opposed hegemonic practices in global governance . Brazil’s active participation in the China-CELAC Forum further demonstrates its commitment to fostering cooperation among developing countries.
Balancing Relations with the United States
While strengthening ties with China, Lula has maintained Brazil’s relationship with the United States. Brazil’s business community continues to engage with U.S. investors, reflecting a pragmatic approach to foreign relations. Lula’s administration seeks to balance these relationships, positioning Brazil as a pivotal player in a multipolar world order.
